A bill to establish a National Fisheries Marketing Council to enable the United States fish industry to establish a coordinated program of research, education, and promotion to expand markets for fisheries products, and for other purposes.
National Fisheries Marketing Council Act of 1984 - Establishes a National Fisheries Marketing Council to: (1) propose orders to and administer orders issued by the National Oceanic and Atmospheric Administration (NOAA) (including orders for annual marketing plans); (2) establish activities for a program of research, consumer education, advertising and domestic and international promotion to expand markets for United States fisheries and fish products; and (3) submit budgets, keep records, and file reports.
Sets forth functions and duties of the Council. Provides for the collection of assessments, beginning October 1, 1987, from persons in the fishing industry with gross revenues of $500,000 or more. Prohibits a person from paying an annual assessment which exceeds a certain sum. Provides a mechanism for exempting persons from paying such assessment. Provides a formula for the disbursement of funds for projects or benefits both prior to and after such assessments. Sets forth the duties of the Administrator of NOAA.
Establishes a revolving fund to carry out the activities of the Council.
Provides a procedure for termination of the Council.
Sets forth procedures for the administrative review of orders, civil enforcement proceedings, and investigations by the Administrator of NOAA. Confers jurisdiction on U.S. district courts to review and enforce such orders.
Authorizes appropriations.
