Amends Federal mining law to permit the removal of not only surface vegetative resources but also surface mineral resources from a claim area.
Entitles a mining claimant to free mineral material substantially equivalent to the disposed mineral material if such claimant needs more mineral material for mining operations than is available after the United States has disposed of mineral material from the claim.
