Directs the President to investigate and report to the Congress within 18 months concerning the living conditions and available assistance for El Salvadorans displaced inside and outside their country. Requires such investigation to report on the fate of El Salvadoran deportees.
Requires the House and Senate Judiciary Committees to hold hearings within two years to consider appropriate U.S. steps to assure the personal safety and equitable distribution of assistance to such displaced El Salvadorans.
Provides for a three-year moratorium on specified categories of El Salvadoran deportations.
