Directs the Secretary of the Army, through the Chief of Engineers and in cooperation with the governments of the Trust Territory of the Pacific Islands and the Commonwealth of the Northern Mariana Islands, to study and draft plans for development, utilization, and conservation of water and land resources in such areas.
Authorizes appropriations.
