Eliminates the statutory position of Commissioner of Indian Affairs in the Department of the Interior. Replaces it with the statutory position of Assistant Secretary of the Interior for Indian Affairs.
Provides that such replacement does not preclude the Board of Indian Appeals from exercising administrative review over decisions rendered by the Bureau of Indian Affairs.
Makes technical and conforming amendments.
Considers any presidential appointment of any person as Assistant Secretary for the Department of the Interior responsible for Indian affairs and serving as such on the date of enactment of this Act to be an appointment as Assistant Secretary for Indian Affairs.
