Establishes within the U.S. Treasury a Crime Victim's Assistance Fund administered by the Attorney General. Deposits in the fund fines paid by individuals convicted of Federal offenses.
Requires 80 percent of the fund to be distributed to qualifying State crime victim's assistance funds and the remaining 20 percent to be distributed by the Attorney General to support Federal victims and witness assistance programs.
Requires the Attorney General to report to Congress on the effectiveness of this Act and on any necessary legislative action.
