Authorizes specified leases of trust or restricted lands on the Salt River Pima-Maricopa Indian Reservation (Arizona) to contain provisions for binding arbitration of disputes.
Provides that failure to submit to such arbitration or comply with the arbitration ruling shall be deemed a civil action arising under the Constitution, laws, or treaties of the United States.
