A bill to amend Title I of the Reclamation Project Authorization Act to 1972 (Public Law 92-514: 86 Stat. 964) as amended by Public Law 96-375 (94 Stat. 1507).

Amends the Reclamation Project Authorization Act of 1972 to provide for the establishment of the Russell Lakes Waterfowl Management Area as a replacement for the Mishak National Wildlife Refuge.

Incorporates the findings of the Revised Fish and Wildlife Coordination Report for the San Luis Valley project into the administration of the Russell Lakes Area.

Provides for the operation of the Alamosa National Wildlife Refuge and the Blanca Wildlife Habitat Area. Limits the amount of water to be delivered to such refuge areas.
