A bill to amend the Foreign Assistance Act of 1961 and the Arms Export Control Act to require the making of commitments to guarantee loans or insure investments under the authority of such Acts in the full amounts provided by law.

Amends the Foreign Assistance Act of 1961 and the Arms Export Control Act to require the entering into commitments to guarantee loans in the full amount authorized by such Acts subject only to: (1) the availability of qualified applicants for such guarantees; and (2) limitations contained in appropriation Act.
