An original bill to amend the Securities and Exchange Act of 1934 to authorize appropriations for the Securities and Exchange Commission for fiscal years 1984 through 1985, and for other purposes.

Amends the Securities Exchange Act of 1934 to authorize appropriations for the Securities and Exchange Commission through FY 1985.

Requires the Commission, whenever it submits any budget estimate or request to the President or the Office of Management and Budget, to also transmit copies of that estimate or request to the Appropriations Committees of the Senate and the House, to the Committees on Energy and Commerce of the House, and to the Committee on Banking, Housing, and Urban Affairs of the Senate.

Requires the Commission to create at least 23 new staff positions in the division of enforcement, at least three of which to be used for criminal investigations of securities laws violations.
