Amends the Wetlands Loan Extension Act of 1976 to extend through FY 1984 the authorization of appropriations to promote the conservation of migratory waterfowl and to offset or prevent the serious loss of important wetlands and other waterfowl habitat.
Changes to October 1, 1984, the date on which repayments from the migratory bird conservation fund to the Treasury are to begin (except under specified circumstances).
