Shelterbelt Improvement Act of 1983 - Directs the Secretary of Agriculture to establish a shelterbelt (vegetative soil erosion barrier) improvement program to reimburse (in cash or in-kind) producers for the costs of establishing or improving shelterbelts. Sets forth program provisions.
Authorizes appropriations.
