A bill to assist other countries in the protection of endangered species and to enhance international understanding and knowledge of environmental issues.
International Environment Protection Act of 1983 - Amends the Foreign Assistance Act of 1961 to declare that the preservation of animal and plant species should be an important objective of U.S. development assistance. Authorizes assistance to countries in protecting and maintaining wildlife habitats and in developing sound wildlife management and plant conservation programs. Directs the Administrator of the Agency for International Development, in conjunction with the heads of appropriate Federal agencies, to develop a U.S. strategy to protect and conserve biological diversity in developing countries. Requires an annual report to Congress on the implementation of this strategy. Directs the President, within one year of enactment of this Act, to submit a comprehensive report to Congress on such strategy.
Amends the Mutual Educational and Cultural Exchange Act of 1961 to authorize the President, in furtherance of the purposes of such Act, to provide for visits between the United States and other countries of experts in environmental science and environmental management. Provides for the financing of such program.
