A bill to authorize an equitable sharing of costs on projects of the U.S. Army Corps of Engineers in order to encourage a more orderly development of the nation's water resources.
Water Resources Policy Act of 1983 - Prohibits the Secretary of the Army, acting through the Chief of Engineers, from initiating construction on any water resource project or any separable part of a project until a non-Federal public interest agrees to provide certain percentages of the cost of such projects. Sets forth such percentages depending on the purpose of such projects.
Requires the Secretary to agree in writing to such cost-sharing arrangements.
Authorizes the Secretary to accept payments in kind toward the non-Federal share of such projects, provided that at least ten percent of the costs are provided in cash during the period of project construction. Authorizes the Secretary to delay the initial payment to be made by the non-Federal public interest at the request of such public interests.
