A bill to amend the Equal Access to Justice Act to include appeals to a board of contract appeals.

Amends the Equal Access to Justice Act to require agencies to award legal expenses to government contractors who prevail on claims before contract appeals boards.

Authorizes appropriations for FY 1985 through 1988 to agencies for the payment of legal expenses to parties who prevail over the agencies in civil actions and adversarial adjudications.
