Correctional Facility Development Act of 1983 - Amends the Federal criminal code to authorize the Board of the National Institute of Corrections (Institute) to appoint a committee to advise it on innovative methods of constructing new correctional facilities.
Directs the Institute to encourage States and local governments to develop innovative methods for the construction, acquisition, and renovation of correctional facilities.
Provides the Institute with authority to make grants to States for up to one-third of the total construction costs of such projects.
Authorizes appropriations.
