A resolution expressing the sense of the House of Representatives that the President should convene a multinational Commission for the Caribbean to address the long term problems of social, educational, agricultural and economic development in the Caribbean region to include all of the sovereign states in the region.

Expresses the sense of the House of Representatives that the President should convene the first meeting of a multinational Commission for the Caribbean and build the necessary consensus on a comprehensive policy in consultation with member governments of the region. Declares that the Commission should: (1) be composed of all sovereign nations comprising the Caribbean region and other specified nations; (2) consult with leaders of the Caribbean region on policies for the region's long-range social and economic development and the resolution of problems facing the region; (3) consult among the governmental representatives and decide upon the commission's structure, organization, and functions; and (4) report its findings and recommendations to their respective governments.

Authorizes appropriations.
