Expresses the sense of the House of Representatives that the President should convene the first meeting of a multinational Commission for the Caribbean and build the necessary consensus on a comprehensive policy in consultation with member governments of the region. Declares that the Commission should: (1) be composed of all sovereign nations comprising the Caribbean region and other specified nations; (2) consult with leaders of the Caribbean region on policies for the region's long-range social and economic development and the resolution of problems facing the region; (3) consult among the governmental representatives and decide upon the commission's structure, organization, and functions; and (4) report its findings and recommendations to their respective governments.
Authorizes appropriations.
