Declares that the U.S. Customs Service should rescind for at least six months certain amendments to regulations relating to determinations of country of origin of imported textiles and apparel in order to allow further public comment and greater study regarding the potential effect of these amendments on the U.S. economy and on U.S. foreign relations.
