Expresses the sense of the House of Representatives that: (1) congressional policy and Federal law must discourage the relocation of any financially sound professional sports team receiving adequate support from its community; (2) professional sports leagues and their member clubs must adhere to policies of continuity and stability in the location of league teams; (3) there is no apparent justification for the relocation of any team in the National Football League, the American and National Leagues (baseball), the National Basketball Association, or the National Hockey League; (4) team stability will promote the expansion and success of professional sports leagues; (5) issues involving the unilateral relocation of professional sports teams should be resolved by the Supreme Court; and (6) Congress shall continue to monitor developments concerning the relocation of professional sports teams and shall consider such legislation as may be required to protect the public interest.
