Expresses the sense of the House of Representatives that the President should establish a National Commission on Federal Spending Reform to study the growth in Federal spending and to determine ways to bring the growth under control.
Requires such Commission to transmit a report to the 99th Congress, when it convenes, and to the President containing the Commission's findings and conclusions along with recommendations for legislative action.
