Directs the House Committee on Rules to undertake an investigation concerning the matter of the accuracy of the Congressional Record and to determine whether procedures requiring absolute verbatim transcripts of House proceedings should be implemented. Requires the Committee to report to the House with recommendations, including how to safeguard the rights and privileges of Members in the Record.
