Expresses the sense of the House of Representatives that the Export-Import Bank should delay extending specified amounts in guarantees and insurance to Mexico and Brazil until the Congress has examined such proposed guarantees and insurance in light of the Export-Import Bank Act of 1945 and the budget and appropriations process for FY 1984.
