Authorizes payment out of the contingent fund of the House as necessary to enable the House of Representatives Page Board to furnish educational services for House pages. Declares that the page program consists of the two terms of the academic year plus a summer term. Sets forth the qualifications for House pages. Makes congressional pages (pages of the House or Senate) ineligible to serve as House pages if such individuals have served during each of any three terms.
