Expresses the sense of the House of Representatives that the United States should reaffirm its commitment to the protection of human rights in Latin America.
Urges the President to initiate: (1) a hemispheric conference on economic progress under the auspices of the Organization of American States (OAS); and (2) a hemispheric security program by urging the OAS to establish a multinational peacekeeping force, to create an OAS forum to mediate internal conflicts, and to work to promote stability, economic progress, and political freedom in the region.
