A bill to provide that surplus public lands suitable for conservation, recreation or historic purposes should be made available to States and local units of government at no cost or minimal cost.

Authorizes the transfer of surplus Federal public lands to States and local governments. Requires that such a transfer take place: (1) without cost; or (2) at a cost which just covers the expenses of the transfer.

Limits this Act to surplus lands suitable for conservation, recreation, or historic purposes.
