Postal Management Reform Act of 1983 - Abolishes the Board of Governors of the United States Postal Service. Delegates the powers, functions, and duties of the Board (excluding the establishment of postal rates and the classification of mail) to the Postmaster General who shall be appointed by the President. Directs the Postmaster General to appoint the Deputy Postmaster General.
Authorizes the Postal Rate Commission to fix postal rates and fees and to change the mail classification schedule at the request of the Postal Service or upon its own initiative. Provides for judicial review of decisions of the Commission.
