A bill to amend the Clean Air Act to prohibit the Environmental Protection Agency from requiring motor vehicle inspection and maintenance until such time as each new motor vehicle is required to be separately tested for compliance with emission standards before its sale by the manufacturer, and for other purposes.

Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency from requiring that State implementation plans for meeting the national primary ambient air quality standard provide for periodic inspection and testing of motor vehicles, unless the Administrator establishes separate inspection and testing of each new motor vehicle before the vehicle is sold by the manufacturer.
