A bill to amend the Social Security Act to provide that Federal assistance to Puerto Rico, the Virgin Islands, and Guam under the aid to families with dependent children, child welfare, and social services programs shall be furnished on the same basis (under the same formula and without specific dollar ceilings) as in the case of other States, and to amend section 28 of such Act to extend to Puerto Rico, the Virgin Islands, and Guam the program of special benefits at age seventy-two for certain uninsured individuals.
