A bill to designate the West Branch of the Farmington River as a study area for inclusion in the national wild and scenic rivers system, and for other purposes.

Amends the Wild and Scenic Rivers Act to add the West Branch of the Farmington River in Connecticut and Massachusetts to the list designated for potential addition to the national wild and scenic rivers system.

Requires a study of the river and a report by the end of the third fiscal year beginning after the date of enactment of this Act.

Directs the Secretary of the Interior to: (1) cooperate with the Farmington River Management Committee established by this Act; and (2) encourage public participation in the conduct of the river study.

Directs the Committee to develop a management plan for the River, and authorizes the Secretary to implement and administer it. Enumerates the details of such plan.

Establishes the Farmington River Management Committee. Authorizes appropriations.
