A bill to amend the Small Business Act to provide that for purposes of section 15 of such Act the determination of labor surplus areas shall be based on jurisdictions having populations of 25,000 or more.

Amends the Small Business Act to require the Secretary of Labor, in determining labor surplus areas with respect to Government procurement with small businesses, to make such determination on the basis of criteria in effect at the time of such determination provided that any minimum population criteria shall not exceed 25,000.
