Provides that there will be a cost-of-living increase in benefits under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act for 1985 without regard to whether the three percent threshold is met.
Directs the Office of the Actuary of the Social Security Administration to conduct a study on possible improvements in the application and operation of cost-of-living adjustment provisions under title II. Requires the Office to report on such study to appropriate congressional committees by September 1, 1985.
