A bill to amend the National Labor Relations Act to provide that the duty to bargain collectively includes bargaining with respect to retirement benefits for retired employees.

Amends the National Labor Relations Act to provide that it is the mutual obligation of employers and employee representatives to bargain collectively regarding retirement benefits for retired employees.

States that parties wishing to modify (or terminate) certain collective bargaining contracts must continue for a specified period the existing terms and conditions relating to retirement benefits for retired employees.
