A bill to amend the Internal Revenue Code of 1954 to prohibit the issuance in bearer form of securities which are interests in Treasury obligations.

Amends the Internal Revenue Code to prohibit the issuance in bearer form of securities which are interests in Treasury obligations.

Provides that the issue price of any registration-required obligation shall be treated as the principal amount of the obligation.
