A bill to amend the Federal Water Pollution Control Act to permit the Administrator of the Environmental Protection Agency to change a State's priority list of wastewater construcion projects if the Administrator determines that Federal funds for such projects have not been equitably distributed within such State.

Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to modify a State's priority list of water treatment works construction projects upon the Administrator's determination that Federal funds for such projects have not been equitably distributed within such State. Sets forth factors to be considered and procedures to be followed in making such a determination.
