A bill to amend title 38, United States Code, to revise the provisions of such title relating to the construction and alteration of, and acquisition of land for, national cemeteries.

Revises the procedures of the Veterans Administration for the construction, alteration, and acquisition of land for cemeteries.

Prohibits the Administrator of Veterans Affairs from appropriating funds for any such project costing more than $500,000, without submitting the project proposal to the veterans committees of Congress. Deems such a proposal approved if neither committee vetoes it by adopting a resolution of disapproval within 90 days after submission.
