Celluar Communications Minority Opportunities Act of 1984 - Amends the Communications Act of 1934 to direct the Federal Communications Commission to establish rules and procedures to ensure that significant preferences will be awarded to any applicant controlled by a member or members of a minority group in the granting of licenses or construction permits for any cellular radio telecommunications system.
