Caribbean Trade Institute/International Trade Center Authorization Act - Directs the Secretary of State to establish a Caribbean Trade Institute/International Trade Center in Harlem, New York City. Requires investment tax credits and depreciation tax deductions to be determined without regard to: (1) the fact that property is financed by a grant under this Act; and (2) whether the Institute/Trade Center is a tax-exempt entity.
Authorizes appropriations for the construction of a building for the Institute/Trade Center and for the operational expenses of the Institute/Trade Center for the first three fiscal years ending after enactment of this Act.
