Authorizes and directs the Secretary of the Treasury to pay a specified sum to a named corporation in full settlement of all claims against the United States for losses sustained in settling a claim of the heirs of an individual who was killed as a result of a malfunction of a parachute manufactured pursuant to a defective design provided by the Department of Defense.
