Census Awareness and Accountability Act of 1984 - Directs the Secretary of Commerce, with respect to each decennial and mid-decade census, to submit to the committees of Congress having legislative jurisdiction over the census, not later than 18 months before the appropriate census date, a report containing the Secretary's determination concerning the procedure for estimating and adjusting for any overcount or undercount in any tabulation of total population by State or other geographical area which may occur in such census (including the estimated total cost and the projected timetable for carrying out such procedures).
Directs the Secretary to establish a program to provide grants to States and local units of government in order to promote activities designed to minimize the extent of any undercounts which may occur in the decennial census. Authorizes appropriations for FY 1986 through 1990 for such grants.
