A bill to establish a national adoption information exchange system.

Authorizes the Secretary of Health and Human Services to: (1) establish and operate a national adoption information exchange system to facilitate child placement; (2) cooperate with persons conducting similar programs in foreign countries.

Authorizes appropriations for FY 1982 and thereafter.
