Amends the Indian Self-Determination and Education Assistance Act to provide that the minimum amount of funds under contracts between tribal organizations and the Secretaries of the Interior and of Health and Human Services shall include certain overhead costs negotiated on an annual basis.
Authorizes the Secretary of the Interior to promulgate regulations regarding overhead costs on grants and contracts between Federal agencies and tribal organizations.
