Authorizes the Eleventh Airborne Division Association to establish a memorial on Federal land located in the District of Columbia or its environs to honor the Eleventh Airborne Division, United States Army. Provides that the Association shall be responsible for preparation of the design and plans for the memorial, which shall be subject to the approval of the Secretary of the Interior, the Commission of Fine Arts, and the National Planning Commission. Directs the Secretary to select, with the approval of the National Commission of Fine Arts and the National Capital Planning Association, a suitable site on public grounds for such memorial. Provides that the Secretary shall not permit construction of the memorial to begin unless the Secretary determines that sufficient funds are available for the completion of the memorial. Directs the Secretary to maintain the memorial. Provides that the United States shall pay any expenses associated with the establishment of the memorial. Terminates the authority under this Act five years after enactment unless the construction of the memorial begins during such period.
