Amends the Public Health Service Act to authorize FY 1985 through 1988 appropriations for: (1) the National Health Service Corps program; and (2) the National Health Service Corps scholarship program.
Authorizes FY 1989 through 1992 appropriations for existing scholarship payments.
Prohibits the removal of the designation "health manpower shortage area" unless the Secretary of Health and Human Services has determined that such area does not have either an eligible population group or an eligible facility.
