Authorizes the Secretary of Transportation to carry out a highway project in the area of Santa Clara, California, to demonstrate how cooperative financing agreements involving contributions of funds and rights-of-way from the Federal Government, a State government, a local government, and an institution of higher learning can facilitate relocation of a highway on the Federal-aid urban system which passes through a campus of an institution of higher education. Directs the Secretary to report to Congress not later than 180 days after completion of such project.
Authorizes appropriations out of the Highway Trust Fund, other than the Mass Transit Account, to carry out such project.
