Directs the Secretary of the Treasury to pay a specified sum to a named individual, notwithstanding a decision of the Foreign Claims Settlement Commission of the United States, as full compensation for the seizure by the People's Republic of China in March 1953 of a yacht and for the subsequent imprisonment by such nation of the individual's husband, who owned and sailed the yacht.
