A bill to amend title 23, United States Code, to provide incentive grants in order to encourage States to adopt and enforce laws requiring the use of safety belts by schoolchildren in new school buses, and for other purposes.

Authorizes the Secretary of Transportation to make grants to States which enact and enforce laws requiring the use of safety belts by schoolchildren in all schoolbuses. Authorizes appropriations out of the Highway Trust Fund, other than the Mass Transit Account, for FY 1985 through 1987 for such grants.

Defines schoolbus for purposes of this Act, limiting such term to vehicles manufactured after the 90th day following the date of enactment.
