Title II: To Establish the Atchafalaya National Wildlife Refuge - Directs the Secretary of the Interior to establish the Atchafalaya National Wildlife Refuge in Louisiana. Directs the Secretary to acquire lands, waters, or interests for the refuge with funds provided under the Second Supplemental Appropriations Act, 1984.
