A bill to amend title XI of the Civil Rights Act of 1964 to enforce constitutional rights relating to equal access to public secondary schools.
Secondary School Equality of Access Act of 1984 - Amends the Civil Rights Act of 1964 to make it unlawful for any public authority to discriminate against any group of students seeking to meet together in a public secondary school on the grounds of the content of speech which occurs or may occur at such meeting.
Permits any aggrieved person to obtain relief in a civil action.
