Requires the Administrator of the Federal Aviation Administration to promulgate final rules not later than December 31, 1985, prescribing standards with respect to fire safety on aircraft, including: (1) the installation of smoke detectors and fire extinguishers in lavatories; (2) fire containment and extinguishing capabilities in cargo compartments; and (3) safety appliances for crew members.
