District of Columbia Judicial Appointment Authority Act of 1984 - Amends the District of Columbia Self-Government and Governmental Reorganization Act to provide that the Mayor shall nominate and, by and with the advice and consent of the District of Columbia Council, appoint all judges of the District of Columbia courts. Provides that the appointments shall be for a term of 12 years. Requires a judge wishing to retain office at the expiration of his term to be subject to a retention election. Sets forth procedures for the retention election.
